The Directorate General of Customs Valuation, Karachi has officially reduced customs valuation on the import of networking equipment, including fibre broadband Wi-Fi routers, following a comprehensive reassessment of prevailing market prices and recent import data.
The revised valuation has been notified through Valuation Ruling No. 2040 of 2026, issued on Thursday, and will now serve as the applicable benchmark for the assessment of customs duties and taxes on the specified goods.
According to the ruling, the Directorate initiated the review process after receiving multiple representations from stakeholders seeking a downward revision of values earlier determined under a valuation ruling issued in 2024. That earlier determination had been based on a judgment of the Appellate Tribunal dated May 16, 2023, coupled with subsequent directions to revisit the assessed values.
The Directorate stated that a formal exercise for redetermination of customs values was undertaken under Sections 25 and 25A of the Customs Act, 1969. The exercise involved an evaluation of import data, prevailing international prices, market dynamics, and the disparity between declared transaction values and assessed customs values.
During stakeholder consultations, importers contended that the previously fixed values were significantly higher than current international prices and failed to reflect existing market realities. They asserted that their declared transaction values were supported by genuine commercial documentation and submitted corroborative evidence, including invoices and packing lists, to substantiate their claims.
