NHA Spends 56% of PSDP Allocation

The National Highway Authority (NHA) has expended Rs124.31 billion—approximately 56 percent—of its Rs223.28 billion allocation under the Public Sector Development Programme (PSDP) for FY2025-26 during the first half of the ongoing fiscal year.

The sanctioned allocation encompasses 71 development schemes. A substantial portion, amounting to Rs100 billion, has been earmarked for three N-25 Balochistan Expressway projects, out of which Rs55.13 billion has been utilised to date.

For 14 priority rupee cover projects, Rs61.57 billion was allocated, with disbursements reaching Rs23.93 billion. Additionally, 12 nationally significant projects were assigned Rs26.93 billion, of which Rs20.46 billion has been expended.

Ten substantially completed projects received Rs9 billion in funding, with Rs8 billion already utilised. Eight near-completion schemes—where approximately 70 percent of work has been executed—were allocated Rs13.6 billion, and Rs12.11 billion has been disbursed.

In respect of 21 other projects, Rs6.17 billion was allocated and Rs3.84 billion released. Three Build-Operate-Transfer (BOT) initiatives were granted Rs6 billion; however, utilisation remains minimal at Rs81 million.

Out of the total PSDP allocation assigned to NHA, Rs19.2 billion constitutes the foreign-funded component.

The authority’s cumulative development portfolio currently stands at Rs3.4 trillion. The projected throw-forward liability into FY2026-27 is estimated at Rs2.7 trillion, inclusive of the $1.8 billion foreign-funded M-6 Sukkur–Hyderabad Motorway project.

At the federal level, the Ministry of Planning, Development and Special Initiatives authorised Rs555.5 billion—representing 55.55 percent—of the Rs1 trillion PSDP allocation for FY2025-26 during July–January. However, actual expenditure during this period amounted to Rs272.78 billion, equating to 27.28 percent of the total allocation.

Within the overall PSDP framework, the NHA retains the largest single share, with Rs223.28 billion designated for its development projects in the current fiscal year.
