OGRA Orders ₨7.1 Billion Refinery Payments to PSO

The Oil and Gas Regulatory Authority has instructed five domestic refineries to make cumulative payments amounting to ₨7.1 billion to Pakistan State Oil under an interim diesel pricing framework established to offset elevated import expenditures arising from regional geopolitical tensions associated with the Iran conflict.

The allocation for each refinery was calculated on the basis of diesel sales recorded between April 4 and April 10, 2026.

According to the approved mechanism, Pak-Arab Refinery Limited will contribute the highest amount at ₨2.2 billion. National Refinery Limited has been directed to pay ₨1.82 billion, while Cnergyico PK Limited and Pakistan Refinery Limited are required to provide ₨1.418 billion and ₨1.272 billion respectively. Attock Refinery Limited has been assigned a contribution of ₨389 million.

The directive was issued through the Petroleum Division operating under the Ministry of Energy following approval by the federal cabinet. Regulatory authorities stated that the temporary compensation structure aims to mitigate PSO’s financial burden caused by increasing international diesel premiums and volatility in global petroleum markets.

OGRA further instructed all participating refineries to deposit the specified amounts directly into PSO accounts. Additionally, chief financial officials of the respective entities have been asked to authenticate sales figures and formally verify payment compliance.

Industry stakeholders noted that the policy intervention comes amid escalating concerns regarding fuel supply continuity and rising import liabilities triggered by instability across the broader Middle East region.
