The federal government has decided to make compliance with digital monitoring and electronic invoicing requirements a prerequisite for the processing and payment of sales tax refunds under the FASTER system, a move expected to be incorporated in the FY2026-27 federal budget.

Under the proposed framework, exporters and other eligible taxpayers that fail to implement prescribed digital compliance measures may become ineligible to receive sales tax refunds through the FASTER mechanism.

According to sources, the Federal Board of Revenue is preparing to introduce an additional risk assessment parameter within the FASTER refund system to verify whether taxpayers have complied with mandatory digital initiatives, including production monitoring systems, sales tax digital invoicing requirements, and digital eye surveillance systems installed at manufacturing facilities.

The proposed changes are expected to apply primarily to five export-oriented sectors, namely textiles, leather, surgical goods, carpets, and sports goods. Taxpayers operating within these industries who fail to install production monitoring systems or digitally integrate their sales tax records with the prescribed platforms may face restrictions on the processing of refund claims.

The measures are also expected to affect exporters engaged in both export and domestic sales activities, as compliance with digital monitoring requirements will form part of the refund eligibility assessment.

Officials indicated that sales tax refunds disbursed through the FASTER system to the five export-oriented sectors currently range between Rs30 billion and Rs40 billion on a monthly basis, making the proposed compliance mechanism a significant component of the government's tax administration strategy.

Sources further stated that registered taxpayers will be required to fully comply with digital invoicing regulations to continue receiving refunds under the automated refund framework.

The FBR has already established June 15, 2026, as the deadline for bottled-water manufacturers to install electronic production monitoring systems. Similar compliance obligations have been introduced for manufacturers operating in the packaged milk, iron and steel, oil, and ghee sectors.

In addition, production monitoring systems are being deployed at textile spinning units as part of broader efforts to improve transparency, strengthen documentation, and enhance tax compliance across key industrial sectors.

Under the revised model, compliance with production monitoring technologies and digital integration requirements will become a formal component of the risk evaluation process used to assess and approve refund claims.

The government is also examining proposals requiring the installation of digital cameras and digital eye monitoring systems at manufacturing facilities covered by the compliance framework.

A formal notification detailing the revised refund conditions and compliance requirements is expected to be issued in conjunction with the announcement of the FY2026-27 federal budget.
