FBR Introduces Automated Tax Assessments as October 31 Filing Deadline Nears

ISLAMABAD: The Federal Board of Revenue (FBR) has introduced procedures for faceless income tax assessments, establishing automated case allocation, electronic document submissions and online hearings as the October 31, 2026, tax return filing deadline approaches.

Under a Statutory Regulatory Order (SRO), the newly established Faceless Assessment Unit will handle several types of tax proceedings, including best judgment assessments under Section 121, amendments to assessments under Section 122 and provisional assessments under Section 123 of the Income Tax Ordinance.

The unit will also issue orders implementing appellate decisions under Sections 124 and 124A. Its responsibilities include correcting errors in assessment orders under Section 221, issuing notices, collecting evidence and imposing penalties or default surcharges arising from assessment proceedings.

Under the new framework, cases will be distributed through an automated system. The assigned officer will then review relevant records, audit findings and applicable legal provisions before proceeding with the assessment.

Taxpayers will be notified of proceedings and given an opportunity to respond. They will be required to submit replies, supporting documents and other evidence electronically through their designated accounts on the FBR's IRIS portal.

Assessment officers will also be able to seek specialised assistance in areas such as valuation, forensic analysis and sector-specific matters. The procedures permit physical verification where necessary, alongside electronic hearings under Section 227E.

The rules further provide for continuity in ongoing proceedings, allowing a succeeding tax authority to resume a case from the stage reached by its predecessor.

FBR Clarifies Eligibility for Tax Credits

Separately, the FBR issued SRO 1904(I)/2026, introducing Rule 33U into the Income Tax Rules, 2002.

The new rule specifies eligibility conditions, qualifying investment costs and documentation requirements for claiming tax credits under Section 64D of the Income Tax Ordinance, 2001.

The notifications come as the extended deadline for filing income tax returns approaches on October 31, 2026. No further extension has been confirmed.
