Punjab Reduces Traffic Fines Across Multiple Vehicle Categories

The Punjab Assembly has enacted an amendment introducing a revised penalty regime for traffic violations, significantly reducing fines across multiple vehicle categories. The measure is positioned as a relief-oriented reform aimed at lowering the financial burden on motorists while retaining strict enforcement for serious infractions. The amended framework will become operational upon formal assent by the Provincial Governor.

Under the revised structure, penalties applicable to private vehicles, including cars and jeeps, have been reduced from PKR 5,000 to PKR 2,000. However, higher penalties of up to PKR 5,000 will continue to apply in cases involving serious violations. For high-engine-capacity vehicles exceeding 2000cc, including luxury segments, the maximum fine has been rationalized from PKR 20,000 to PKR 10,000.

The amendments also extend relief to the commercial transport sector. Fines imposed on light transport vehicles, such as Mazda and Coaster categories, have been reduced from PKR 20,000 to PKR 7,000. Similarly, penalties for heavy transport vehicles, including trucks and buses, have been brought down to PKR 10,000.

Motorcycle riders and rickshaw operators constitute a key beneficiary group under the revised regime. The standard fine for motorcycle-related violations has been decreased from PKR 2,000 to PKR 1,000, with an upper cap of PKR 2,000 for more serious offences. In the case of certain rickshaw violations, penalties have been reduced from PKR 3,000 to PKR 1,000, while maintaining a higher ceiling of PKR 2,000 for aggravated breaches.

Notwithstanding these reductions, the authorities have retained existing penalty levels for overspeeding violations, thereby underscoring a continued policy emphasis on road safety and deterrence against high-risk driving behavior.

Officials associated with the legislative process have indicated that the revised penalty framework is intended to achieve a calibrated balance between providing economic relief to the public and ensuring the effectiveness of enforcement mechanisms for critical traffic violations.
