FBR Tightens Registration Rules for International NGOs

The Federal Board of Revenue has instructed international non-governmental organisations operating within Pakistan to furnish comprehensive documentation as part of mandatory registration requirements with the national tax administration.

In this connection, the FBR issued S.R.O. 856(I)/2026 on Tuesday, introducing proposed amendments to the Income Tax Rules, 2002.

Under the draft framework, INGOs applying for registration will be required to disclose particulars including the taxpayer’s legal name, registered business address, accounting year, core operational activity, and official contact details.

The proposed amendments further mandate submission of complete identification details of the organisation’s principal officer or authorised representative functioning in Pakistan, including their residential and correspondence address.

As outlined in the notification, international organisations must additionally provide an official authority letter confirming the appointment of the designated principal officer or authorised representative for tax registration and compliance matters.

The FBR has also directed applicants to submit the representative’s mobile number, email credentials, and relevant tax registration or incorporation certificates issued by competent authorities in the organisation’s country of origin.

According to officials, the proposed regulatory changes are intended to strengthen procedural transparency, standardise documentation requirements, and streamline the registration process for foreign organisations carrying out operations in Pakistan.
