FBR Makes Sales Tax Invoices Mandatory on Advance Payments

FBR Requires Sales Tax Invoices on Advance Payments Under Revised Rules

ISLAMABAD: The Federal Board of Revenue (FBR) has amended the rules governing advance payments against supplies, making it mandatory for registered taxpayers covered by Section 23 of the Sales Tax Act to issue invoices and account for sales tax when advance payments are received from customers.

Under S.R.O. 2063(I)/2026, issued on November 5, the FBR has replaced Rule 160 of the Sales Tax Rules, 2006. The revised provisions introduce requirements for invoicing, tax declarations and electronic recordkeeping of advance payments.

Under the amended procedure, taxpayers receiving full or partial advance payments, including instalments, must issue an advance receipt invoice whenever a payment is received.

Sales tax payable on the advance amount must be declared in the return for the tax period in which the payment is received. Taxpayers can no longer defer declaring this amount until the actual supply is completed.

The advance receipt invoice must include the relevant particulars required under Section 23 of the Sales Tax Act. It will also be treated as a tax invoice for the purposes of Sections 7 and 8.

Where customers make multiple advance payments against a single supply, taxpayers must issue a separate invoice for every payment. All such invoices must be electronically linked to maintain a complete transaction record.

Measures to Prevent Double Taxation

The FBR has introduced provisions to ensure that amounts already taxed at the advance payment stage are not subjected to sales tax again when the actual supply takes place.

Once goods or services are supplied, taxpayers must issue a final sales tax invoice that references the previously issued advance receipt invoices.

The value and sales tax already declared against advance payments will be excluded from the subsequent tax calculation. Any additional sales tax will apply only to the remaining portion of the supply's value that has not previously been accounted for.

Applicable Tax Rates

The notification clarifies that the sales tax rate applicable to an advance payment will be the rate in force on the date the payment is received.

For any outstanding balance, the applicable tax rate will be determined according to the rate prevailing at the time of supply, in accordance with the Sales Tax Act.

The revised framework also addresses situations in which advance payments or supply values are later increased, reduced or refunded, as well as cases involving full or partial order cancellations.

In these circumstances, the necessary adjustments must be made under Section 9 of the Sales Tax Act and the procedures specified in Rules 19 to 22.

Mandatory Electronic Recordkeeping

The FBR has further directed taxpayers to electronically link advance receipt invoices, related debit or credit notes and final sales invoices, while maintaining these records under the prescribed procedures.

The electronic records must make it possible to identify and cross-reference every document connected with a transaction, ensuring traceability from the initial advance payment through to the final invoice.
